Cyber bullying must be combated through any and all available means.  The sole responsibility can not lie on one source because of the unique situations in every house hold.  It should be a community effort to reduces cyber bullying.  The parents should be the first in line to prevent and identify cyber bullying but as a parent of a teenager, I know the lines of communication can be broken and the issue can be downplayed or not mentioned at all and if you monitor or ban their social media accounts aging teens will make secret accounts. This is where school monitoring or anonymous reporting could be helpful and sent to law enforcement in severe or continuing cases of cyber bullying.
